Why do I feel that the company advertising for an administrative assistant, was trying to indicate they specifically wanted a female assistant, when one of the requirements is to "Be bubbly"

One of our clients has a male admin who 'bubbly' fits to a T. He's obnoxiously friendly, always smiling when we emerge from some 10 hour marathon session, sets up way too many 'social events', etc. Seriously want to punch him in the face sometimes when everyone else is worn ragged and he's just smiling and trying to set up a bowling event for the evening or some shit.
There are certainly bubbly guys out there.
In my experience, admins come in a few flavors: young and bubbly, middle aged and efficient, and old and tyranical. Other mix/matches don't seem to work out as well. I wouldn't be surprised if this were more code word for young (read having a lower rate) rather than female. Of course a firm that was adept at covering their ass wouldn't have code words in a req.

Maybe, but here's what I mean when I say efficient. It means you've been around long enough to learn where all the bullshit lies and how to work around it. After implementing a new billing system are the forms going to get pushed back from contracts because you didn't print a name in blue ink or whatever? Young folks tend to stumble on stuff like that because they've never done a big step change like that. Once they've been doing it for 5-10 years and gone through a number of big changes they'll recognize the pitfalls ahead of time and make things seamless for their team rather than having to have everyone reprint their expense reports or whatever four times trying to figure out what the guys down the hall actually want.
There's also the ability to tell people to fuck off when they're making things difficult. Young people don't usually have that luxury. If some senior engineer keeps turning in his report formatted wrong and the young admin goes to the boss instead of correcting it, it comes across as whining. A more experienced/older one can get away with telling the engineer to either turn it in correctly or be put on report. The boss will defer to their judgement at that point because they've been doing it for years and (should) realize what needs they need to handle and what should be escalated.
There are certainly young people who can quickly get to that point by being exceptional at their jobs, but they're much rarer than the ones who are incredibly nice/friendly (and cheap!) who pick it up over a half dozen years of learning through trial and error.
